El proyecto FACILITA tiene como objetivo establecer ventanillas únicas regionales (OSS) en tres regiones españolas: Extremadura, Madrid y Valencia. Estas oficinas proporcionarán a las autoridades locales y regionales una gama completa de servicios, que incluyen apoyo técnico, financiero y legal, así como asistencia en la contratación y garantía de calidad, para facilitar la renovación de edificios públicos propiedad de gobiernos regionales, diputaciones provinciales y ayuntamientos.

El proyecto comenzará revisando los marcos legales, regulatorios y financieros, junto con modelos de renovación existentes, para diseñar oficinas adaptadas a las necesidades y características específicas de cada región. Tras una fase de pruebas y ajustes, FACILITA producirá un conjunto de herramientas que podrá replicarse en otras regiones de la UE, fomentando su adopción e integración en las políticas.

En última instancia, FACILITA dotará a las autoridades de la capacidad necesaria para renovar su parque de edificios públicos, desbloqueando inversiones significativas, impulsando la generación de energía renovable, mejorando la eficiencia energética y reduciendo las emisiones de gases de efecto invernadero.

FACILITA project aims to establish regional One-Stop-Shops (OSS) in three distinct Spanish regions: Extremadura, Madrid, and Valencia. These OSSs will provide Local and regional authorities with a complete range of services, including technical, financial, and legal support, as well as assistance with procurement and quality assurance, to help renovate public buildings owned by regional governments, provincial councils, and municipalities.

The project will begin by reviewing the legal, regulatory, and financial frameworks, alongside existing renovation models, to design OSSs tailored to each region’s specific needs and characteristics. After testing and refining these OSSs, FACILITA will produce a toolkit that can be replicated across other EU regions, encouraging further adoption and integration into policy.

Ultimately, FACILITA will empower local authorities to renovate their public building stock, unlocking significant investment, boosting renewable energy generation, improving energy efficiency, and reducing greenhouse gas emissions.
